Policies

• Advertisements for non-university services and organizations are not allowed. University events or programs occurring at off-campus locations may advertise the location as the event site only.
• Advertisements encouraging participation in community and civic activities, such as community clean up days or elections are permitted; however, advertisements endorsing political candidates or for community fundraisers are not.
• Advertisements may be posted for no more than fourteen (14) consecutive days.
• Advertisements must be created specifically for the video display system; PDFs of event posters, flyers, and other print material cannot be displayed.
• Advertisements must be submitted at least five (5) business days in advance of the desired start date.
• Advertisements promoting the sale of alcohol are not allowed.
• Advertisements not related to, or in contradiction of, the educational mission of the university may be deemed inappropriate and not allowed.
• Advertisements are subject to additional university and Student Centers policies; including but not limited to fundraising approval, facility use approval, food handling, and the visual identity system.

Images

• Submit a JPEG in 16:9 aspect ratio. Image resolution should be no less than 72 ppi and no greater than 150 ppi. The name of the sponsoring organization must appear in the graphic. Images are on screen for only eight seconds, so simple designs are best.
• Images should be high resolution images, not from the internet, that are not copyrighted. If an image is copyright protected, you must have permission to use the image.
• University Logo Guidelines: If you are using the University logo in your design it must comply with the university visual identity system.
• Permission to use Pioneer Pete's image must be cleared with University Information and Communications.

Grammar Standards

• Days of the week should be spelled out (Monday, not Mon. or Mon)
• Months should be spelled out if alone, abbreviate when with the day (i.e. Monday, Jan. 4)
• R.S.V.P. instead of RSVP
• Time should include periods in a.m. and p.m., use noon (not 12 p.m.), and midnight (not 12 a.m.)
• Year is not needed if in the current year
• Dates do not put "st", "nd", "rd", "th" on dates (January 4 not January 4th)
• Abbreviations/acronyms: spell out in first reference
• Additional design guidelines and grammar standards are available through University Information and Communications.

Creating a 16:9 image

• For InDesign
  • Create a new web document measuring 1920 pixels wide and 1080 pixels high, or a new print document measuring 26.6667 inches wide and 15 inches high.
  • Design the graphic for your event. The smallest type should be no smaller than 14 point.
  • Export the graphic to JPEG format (File > Export > JPEG).
  • Set quality to High, format method to Baseline; resolution to 72 pixels per inch, and color space to RGB.
• For Photoshop
  • Create a file 1920 pixels wide and 1080 pixels high, with a resolution of 72 pixels per inch, in RGB color mode.
  • Design the graphic for your event.
  • Save the file (File > Save As) as a JPEG.
• For Illustrator
  • Create a file measuring 1920 pixels wide and 1080 pixels high, RGB color mode, with raster effects set to Screen (72 ppi).
  • Design the graphic for your event.
  • Export the graphic to JPEG format (File > Export > JPEG).
  • Set quality to 10, the highest setting, and confirm that the image is in RGB color mode.
• For PowerPoint
  • This method creates a smaller image that will not appear as clearly, but the proportions are correct.
  • Create a presentation slide in Widescreen 16:9 slide size.
  • Design the graphic for your event.
  • Save the file (File > Save As) as a JPEG.

Design Services has student graphic designers on staff who can create custom graphics for student organizations, academic departments, administrative offices, and external clients.

• If you are submitting a photo, clipart, graphic file, etc. that you would like Design Services to use, it must meet the following requirements:
  • Photos: minimum 300 dpi resolution
  • Clipart: must be the original file created in either Adobe Illustrator (ai) or Adobe Photoshop (eps); files must be in outline format to ensure the font you want loads on our computers.
• All submissions must be in high resolution format.
• We are unable to accept Microsoft Publisher files.
• These requirements ensure a quality product is produced.

• Projects are not guaranteed by due date without 10 business days' notice.
• Customers who request Design Services to stop a project that has already been printed will still be responsible for the cost of printing.
• Design Services retains electronic copies of projects for one year. After one year, the project is deleted.

Proofs must be reviewed carefully. If the proof is approved and the item is printed, additional charges will apply for any changes.

• We are unable to work on class projects. No exceptions.
• Only the designer assigned to your project can make changes.
• Previous debts must be paid in full before we can start a new project.
• Work on logos must be pre-approved by University Communications and Information Office.

The Markee Pioneer Student Center has four display cases available for use by campus organizations.

• Three (3) display cases, labeled DC2, DC3 and DC4, are located on the first floor of the building.
• One (1) display case, labeled DC6 is located on the second floor of the building.
• These display cases are available for weekly use on a first come, first served basis.
  • The cases are available on Monday morning and must be cleaned out by Sunday evening, so they are available for the next group.
  • Organizations must remove all items from their designated display case by 10 p.m. on the last day of use (Sunday).
  • If a display case is not reserved the following week, an organization may extend their reservation on Friday of the reserved week for another seven (7) consecutive days.
• Items removed from display cases by Markee Pioneer Student Center staff will be kept at the Information Center for organizations to pick up for a period of three (3) days, after which the items will be disposed of.

Reservations of these cases are made with Event Reservations. For access to a reserved display case visit the Information Center.

The Markee Pioneer Student Center provides four bulletin boards for use by campus and community organizations.

All approved items must be initialed and dated for removal by the Information Center. Visit the Information Center Posting Approval page for additional information.

The Markee Pioneer Student Center has two banner locations: one space located above the Northwest interior entry and one space located above the northwest stairwell.

• These spaces are available to only university organizations on a first come, first serve basis.
• Reservations may be requested with the Event Reservations.
• Groups may reserve only one banner location at a time.
• Banner advertising is limited to UW-Platteville advertising and events, which are open to the campus community.
• Posters or flyers are not permitted in these locations.
• Banners for hanging above the northwest interior entry must;
  • Show sponsorship
  • Be a landscape-oriented design
  • Be no larger than three (3) feet by six (6) feet and no smaller than twenty-two (22) inches by twenty-four (24) inches
  • Be made from butcher block paper
• Banners for hanging above the northwest stairwell, hung from the second floor landing must
  • Show sponsorship
  • Be a portrait-oriented design
  • Be three (3) feet by four (4) feet in size
  • Be vinyl, laminated paper, or other approved material
• All banners must meet with quality standards established by the Student Centers administration, including being made from fire retardant materials.
• All banners must be approved by the Student Centers administration and are only hung by Markee operations staff on the weekend, or during other low traffic times.
• Banners may be displayed for no longer than seven (7) consecutive days, beginning Sunday night of the reserved week through the following Sunday unless prior approval has been granted by the Student Centers Assistant Director for Operations.
• All banners must be picked up at the Information Center a minimum of three (3) days after the reservation ends. Any unclaimed banners will be disposed of.

To maximize use of meeting facilities, several rooms have standard setups based upon established use. Student Centers operations staff must do any rearranging of furniture or equipment. Labor charges will be assessed if the room is reset.

A full range of audiovisual equipment is available through the Student Center department.

• All organizations will be charged for audiovisual equipment use, unless otherwise noted.
• Additional equipment can be rented from outside vendors when the Student Center inventory is inadequate.
  • Actual rental costs will be passed on to the sponsor, plus a $10.00 processing charge.
• Trained Event Services personnel are available, at an additional charge, to assure the success of complicated audiovisual setups, or for events where problems must be resolved immediately.
  • In some instances, such as (but not limited to) events outside of the Markee meeting rooms, Event Services may require AV personnel for an event.
• In order to ensure events do not disrupt one another, the use of amplified audio equipment and musical instruments is prohibited, unless prior approval is granted by the Assistant Director, Markee Pioneer Student Center.

The Student Center must approve all decorations prior to the event.

• The use of tape, thumbtacks, nails, staples, screws, or adhesives on any surface is strictly prohibited.
  • Suction cups may be used to hang items on glass surfaces.
  • When requested in advance and hooks are available, decorations may be hung from suspended ceilings.
• The use of glitter, sequins, confetti, or similar fine, difficult-to-vacuum items is strictly prohibited. Additional cleaning costs will be assessed if such materials are used.
• To comply with state and local municipal codes, all decorations must be flame retardant.
• For safety and liability reasons, only Student Centers operations staff may hang articles from any height not attainable from a six-foot stepladder.
• All decorations must be removed completely at the end of the event.
• For your convenience, UW-Platteville Catering Services provides decorating services at a reasonable cost.

In the interest of public safety, patrons are asked to follow all fire safety regulations. This includes the following:

• Fire code capacities for meeting rooms
• Keeping aisles and doorways clear and unobstructed
• Candles, incense, fog machines, pyrotechnics, "smudging," fire, or explosives are not allowed.
• If an exception to these policies can be made, additional costs may be involved. Additional permits and fees may be required by the Platteville Fire Department to evaluate requests for these items. Allow at least two weeks for processing.

UW-Platteville provides parking on university property and administers the enforcement of parking regulations through the Campus Police department.

• Permits are required to park on campus.
• Daily parking permits are available for a nominal fee at the Markee Information Center and University Box Office in Ullsvik Hall.
• Metered spaces require payment as posted.
• Parking permit regulations are strictly enforced Monday-Friday during the academic year.
• Fire lanes, loading zones, and handicap parking regulations are enforced at all times.
• Violating vehicles will be towed and ticketed by the Platteville Police Department.

Parking along Main Street and Hickory Street, adjacent to Ullsvik Hall, is administered by the City of Platteville and enforced by the Platteville Police Department. All city ordinances must be followed.

All state buildings are smoke-free areas. Smoking is only permitted outdoors on the UW-Platteville campus, at least 25 feet from any building. This non-smoking policy complies with Wisconsin law.

In order to maximize use of facilities for the maximum number of users, Student Centers discourages on-site storage in reserved spaces. However, exceptions can be requested and must be approved by the Assistant Director, Markee Pioneer Student Center.

• UW-Platteville and Student Centers are not responsible for lost, damaged, or stolen items.
• Storage is at the contact organization's own risk.
• Storage is not allowed in facility space after reservation times have ended.

Storage space is limited within the Markee and our satellite facilities; therefore, storage outside of reserved space is not available for patrons.

In order to maximize use of facilities for the maximum number of users, rooms and spaces may be occupied only during their reserved time as indicated on the facility use confirmation.

• Organizations who have not made previous arrangements with the Event Reservations office to exceed these limits must vacate the facilities at the reserved end time.
• Persons remaining after the scheduled end time of the reservation may be asked to surrender the room to the building staff for preparation for the next event.

Group definition assists in the process for determining appropriate charges.

Recognized Student Organizations (RSO)

A UW-Platteville recognized student organization is a group which has been recognized and recommended as a University Student Organization by the Student Organization Committee (SOC) and authorized by the Student Affairs Office.

• Recognized student organizations may reserve facilities in the Markee Pioneer Student Center and its satellite facilities at no charge for standard room setups during normal operating hours.
• Special setups, additional labor, fundraising, events not directly supporting the organizations purpose and mission, and extended hours of use are subject to additional charges.

University Departments and Organizations

Includes the following: Schools, colleges, divisions or subdivisions of UW-Platteville.

• Events sponsored by UW-Platteville Departments relating to the mission statement of the university may reserve facilities in the Markee Pioneer Student Center and its satellite facilities at no charge for standard room setups during normal operating hours.
• Special setups, additional labor, fundraising, events not directly supporting the university's mission, and extended hours of use are subject to additional charges.

Non-University Organizations and Guests

This includes organizations and guests who do not meet the definition of a Recognized Student Organization or University Department.

• If, in the judgment of a university department or organization, the meetings or activities of a non-university organization will contribute to and serve the university’s purpose, Student Centers facilities when available may be used by that group, but only upon the invitation of or under the sponsorship of a university department or organization with the sponsoring university department or organization being responsible for all costs associated with the use.
• Events hosted by individual students, staff, or faculty members for personal use are subject to the rates established for non-university organizations.
• Facilities of the university are primarily for university purposes of instruction, research, and public service; they are not available for unrestricted use by non-university groups; therefore, priority will be given to university events as established under the advance scheduling policy. Special setups, additional labor, fundraising, and extended hours of use are subject to additional charges.

Variables which will determine charges include the following;

• Events relating specifically to UW-Platteville classroom instruction and/or administrative operations will generally be allowed without charge for use of state funded facilities.
  • Self-sustaining facilities, such as the Markee Pioneer Student Center and its satellite facilities, generally are not to be used for specific classroom functions.
• Events scheduled by recognized student organizations or a university department for the sole purpose of conducting an activity relating specifically to their program purpose will not result in charges unless setup, clean up, staffing, special charges, or off hours are involved.
  • Events scheduled which do not relate to the specific program purpose of the organization or the department will result in rental charges being assessed.
• Facility rental charges will not be assessed to recognized student organizations or university departments sponsoring events open to students and staff, if the event is part of the regularly scheduled program series of the University.
  • Setup, clean up and other special charges will be assessed.
• Sponsored or invited non-university groups will be charged rentals, setup charges and other fees.
• If any individual employee or University organization acts as representative for a non-university organization or individual for the purpose of using university facilities, rental, setup, and other appropriate charges will be assessed.

• Organizations sponsoring activities must designate a person accountable for payment of all charges, and who will be responsible for signature on the contract.
• All checks must be made payable to the University of Wisconsin-Platteville.
• Rates include standard setup and normal cleaning.
• Events at Ullsvik Hall facilities Velzy Commons and Nohr Gallery are subject to additional labor for event supervision and support for all groups.
• Depending upon the needs and nature of the event, additional charges for audiovisual equipment, labor, extended hours of operation, special setups and beyond normal cleaning to return facilities to pre-event conditions, may apply.
• Catering charges are independent of facility charges. Please refer to University Catering Services for information pertaining to those charges.
• Sales tax is applicable to all groups who do not show proof of Wisconsin tax-exempt status.

Posting approvals for the bulletin boards within the Markee Pioneer Student Center are handled by the Information Center staff in conjunction with the Markee managers. If you have a poster you would like displayed on the bulletin boards, we can accept up to three copies of the poster.

All posters must include the date, time, place, sponsor, and price, if applicable. Posters without the items listed above will not be approved for posting.

ADA Statement Required

The university ADA statement is required for on campus departments and organizations.

"Individuals with disabilities who require special accommodations should contact <insert the sponsoring organization> at <insert organizations phone number>."

• This statement should be placed at the bottom of posters, centered, in eight-point font. For additional information contact the Students with Disabilities Office at 608.342.1818.

Poster Guidelines

• Posters may remain posted for a maximum of two (2) weeks or until the event is scheduled, whichever comes first.
• Posters will be initialed and dated for removal by the Information Center.
• Markee Pioneer Student Centers staff will post and monitor all items on the boards.
• Posters advertising a series of activities must be approved by the Assistant Director, Markee Pioneer Student Center and if approved, may only be posted through the last event publicized.
• The Markee Pioneer Student Center reserves the right to request editing of inappropriate language or artistry or deny the right to post.
  • Any advertising of materials not related to the educational mission may be deemed inappropriate.
  • Ideological/political materials will be allowed as long as they are not found offensive.
  • Materials in which the sale of alcohol is a primary focus are not allowed.
• In order to provide for our primary customers, Markee Pioneer Student Center staff may remove any non-university postings to allow room for university-sponsored postings.

Other than on designated bulletin boards, nothing may be hung in the Markee Pioneer Student Center without approval from the Assistant Director, Markee Pioneer Student Center. Unless otherwise noted, the Markee Pioneer Student Centers staff will remove all unauthorized postings.

Personal announcements cards pertaining to Items for Sale, Roommate Wanted, For Rent, or Miscellaneous items are available at the Information Center. Fill out the appropriate card and return it to the Information Center. Cards will be posted across from the Pioneer Perk.

• UWS Chapter 21: Use of University Facilities
• UW-Platteville's Implementation Procedures for UWS Chapter 21 can be found in the Delegation of Authority document under Administrative Services.

Requests for facility use for events at university facilities will be taken no earlier than two years prior to the event date for university departments and organizations, and no earlier than eighteen months prior to the event date for non-university organizations and individual users.

The following list of events; critical to the continuation of the university and/or traditional to a college campus are not restricted to the two year policy.

Due to state and university offices being closed on legal holidays, Markee Pioneer Student Center and other event spaces are not available for use on those dates unless otherwise noted under special hours of operation.

The contact organization for facility use is responsible for charges, fees, and damages caused by members of the organization or by anyone attending the event. A $25.00 administrative fee may be added to damage charges. If an organization falsifies reservation information, their reservation privileges will be revoked.

• No reservation will be confirmed until the appropriate account number, deposit, and/or purchase order and authorization are obtained.
• Deposits and prepayment of estimated charges may be required for non-university groups.
• Estimated charges will include equipment, labor, outside rental, taxes, and facility rental costs. Estimates are based upon information provided at the time of your reservation request. Actual charges may differ.
• University groups that are charging a fee for an event, or are being reimbursed for facility use, will be charged room rental fees.
• Past due invoices must be paid in full before future events may be held.
• Organizations with outstanding invoices, past 120 days due, will be denied reservation privileges until the invoices have been paid in full and privileges have been reinstated by the director of Student Centers.
• All charges are subject to state and local taxes, if applicable.

Organizations no longer needing use of spaces they have reserved are responsible for canceling their reservations in a timely manner, minimally as indicated under the Event Planning Timeline, in order to allow other groups the opportunity to use our facilities.

• University organizations failing to cancel facility use twice during a semester will lose facility use privileges and will be responsible for any room rentals and incurred charges, if applicable.
• Non-university organizations or guests failing to cancel space within the timeline as indicated will be responsible for room rentals and any incurred charges. Groups will forfeit all room deposits as well.
• A $25.00 no-show fee is charged to all groups failing to cancel their reservation.

As per the UW-Platteville Implementation Plan for UWS Chapter 21, UW-Platteville classes may only use Markee Pioneer Student Center for special events, such as poster presentations and senior design presentations. Class may not be conducted on a regularly scheduled basis within the student center.

Political campaign involvement is strictly regulated on University of Wisconsin campuses. The University of Wisconsin System provides guidelines on the use of campus resources for Political Campaign Activities including Guidance for UW Employees, Guidance for UW Students and Recognized Student Groups, and Political Activity on Campus.  State law strictly prohibits the use of state-owned buildings for political fundraising.

Requests for use of the Markee Pioneer Student Center beyond established hours of operation are made through the Event Reservations at least ten (10) business days in advance. Approval is subject to staff availability. The contact organization will be responsible for additional cost and charges resulting from extended hours use.

All reservations must end fifteen (15) minutes before the end of established hours of operation.

Due to the university’s policy concerning health licensing restrictions, University Dining Services has exclusive rights to provide food service catering for UW-Platteville.

• Student organizations may provide prepackaged food items for meetings and events that have a value of $50 or less in the Markee Pioneer Student Center, with prior approval using the Self-Catering Form on the Dining Services website.
• Further exceptions of University Dining Services policies should be directed to the director of Dining Services.
• The Self-Catering policy is available under the Details to Know.

Under the authority of the UW System Chapter 18.09(1) and the conditions described in the UW-Platteville General Policies Alcohol Policy, organizations may request to have alcohol service as part of their events in the Markee Pioneer Student Center. The Student Center Alcohol Service at Events policy is available under the Details to Know.

Customers are asked to use the University Box Office services for ticketed events. In some situations, customers will be required to use the University Box Office.

UW-Platteville provides parking on university property and administers the enforcement of parking regulations through the Campus Police Department. In order to provide parking in university parking lots for public events, special arrangements may be made to allow visitors to park in university lots. Arrangements for parking should be requested with Event Reservations when requesting facility use.

Parking along Main Street and Hickory Street, adjacent to Ullsvik Hall, is administered by the city of Platteville and enforced by the Platteville Police Department. In order to provide exclusive parking or to request parking restrictions, such as load zone only, on those streets, for events, arrangements must be made with the city of Platteville.

Depending upon the nature of the event and logistics involved, the Markee Pioneer Student Center may require uniformed security officers to be present and assist in creating a safe and responsible environment for guests to enjoy.

The contact organizations will be responsible for all costs associated with additional event security, and the costs will be billed to the sponsoring group as part of the event cost.

Arrangements for event security must be made with Event Reservations during the planning process of the event.

To ensure a welcoming environment for the campus community and guests, fundraising and soliciting are restricted to locations designated by Markee Pioneer Student Center policies.

• Reservations of facility space must be made in advance.
• Distribution, solicitation, or fundraising will not be allowed away from or outside of the designated facility space.
• Fundraising and/or solicitation for donations by student organizations requires advance approval from the Pioneer Involvement Center.

The Markee Pioneer Student Center reserves:

• The right to change room reservations in order to maximize use of our facilities for our customers.
• The right to cancel or alter any reservation that conflicts with the general policy and educational mission of UW-Platteville.
• The right to deny service to organizations that have violated State of Wisconsin, Board of Regents, UW-Platteville, or Student Centers policies, or are not in good standing with the university, until privileges have been reinstated by the director of the Markee Pioneer Student Center.
