Fringe Benefits, Indirect Costs and Other Information

Listed below are the fringe benefit rates to be used by the University of Wisconsin-Platteville in charging extramural funds for the employer's contribution to the fringe benefits during the 2014-2015 fiscal year.

These rates include the employer's contribution to retirement, health insurance, FICA and Medicare FICA, unemployment compensation, workers compensation, income continuation insurance and life insurance. They should be used in all proposals submitted to extramural sponsors on or after the date this memo is received. Multiple year proposals should include an estimated increase for future fringe benefit costs.

Below are position descriptions from the Unclassified Title Definitions book for Project Assistant*, Teaching Assistant** & Research Assistant***
*[As defined in s. 111.81(15M), Wisconsin Statutes.] Program assistant or project assistant means a graduate student enrolled in the University of Wisconsin system who is assigned to conduct research, training, administrative responsibilities or other academic or academic support projects or programs, except regular preparartion of instructional materials for courses or manual or clerical assignments, under the supervision of a member of the faculty or academic staff, as defined in s. 36.05 (1) or (8), primarily for the benefit of the university, faculty or academic staff supervisor or a granting agency. Project assistant or program assistant does not include a graduate student who does work which is primarily for the benefit of the student's own learning and research and which is independent or self-directed.
**[As defined in c. 111.81(19M), Wisconsin Statutes.] Teaching assistant means a graduate student enrolled in the University of Wisconsin system who is regularly assigned teaching and related responsibilities, other than manual or clerical responsibilities, under the supervision of a member of the faculty as defined in s. 36.08(8).
***A research assistant is a graduate student working towards a Master's or PhD. degree. In using this title, the appointing department is certifying that the appointee is a candidate for a Master's or PhD. degree and that the work performed is primarily to further the education and training of the student. The degree of supervision is limited to that which customarily exists between a teacher and student. The appointment is normally for half-time or less, and the appointee is required to register for a full load of graduate courses and research . Research assistant stipends are established annually on an institution-wide basis.
indirect cost rates
The Federal Department of Health and Human Services has approved UW-Platteville's facilities and administrative cost rate for July 1, 2012 through June 30, 2016 utilizing the modified total direct cost methodology.
"Indirect costs" include the Facilities and Administrative costs such as building maintenance and utilities. UW-Platteville's indirect costs are calculated based on modified total direct costs. Modified Total Direct Costs (MTDC) are based on all salary, fringe, supplies, services, travel, and subgrants/subcontracts up to $25,000. Capital expendi tures, equipment >$5,000, charges for patient care and tuition remission, rental costs, scholarships, and fellowships as well as the portion of each subgrant/subcontract amounts over the initial $25,000 are excluded from the indirect charge. When indirect costs are charged they will be calculated using UW-Platteville's federally negotiated and approved indirect costs rates.
UW-Platteville's new rates are as follows:
- On-Site: 40 percent of Modified Total Direct
- Off-Site: 12 percent of Modified Total Direct
