Visiting Professor with Community Member

To become a visiting professor at UW-Platteville in the J-1 visa category, a UW-Platteville department must first issue a letter of invitation to the candidate. When a UW-Platteville department invites a visiting professor from abroad for the purposes of teaching, observing, lecturing, consulting, and/or research, a J-1 visa is the appropriate visa for the visitor. The International Student and Scholar Services (ISSS) office will need to issue a Form DS-2019 for the visiting professor so that s/he may apply for a J-1 visa at a U.S. consulate.

To be issued a DS-2019, the UW-Platteville host department must first request to invite the visiting professor, and then the host department and the visiting professor must work together to complete the online application. Please see below for more details.

2. Department Requests online ISSS Account (First-Time Department Hosts Only)

Instructions

  1. Request to be set up with an online ISSS account by filling out the Online ISSS Account Request Form
  2. The International Student and Scholar Services (ISSS) office will set up an online ISSS account for you, and you will receive an email with instructions for first-time log-in.
  3.  Log in to your online ISSS account, reset your temporary password, and set your security questions. 
  4. Take note of your username and password for your online ISSS account. Your username and password for your online ISSS account may be different than your UW-Platteville Net ID and password.
  5. Note: You must only complete this Online ISSS Account Request form once. You do not need to re-submit this form each time you wish to invite a visiting scholar. If you have already requested an online account from the ISSS office, you may log in to your online ISSS account and request to invite multiple scholars to UW-Platteville at any time throughout the year by going into your "Department Request for Scholar" application in your online ISSS account and clicking the "Request Scholar Application" button.

3. Department Submits "Department Request for Scholar" form

  • After Department Host is set up with an online ISSS account, the Department Host will log in to his/her online ISSS account and submit an online "Department Request for Scholar." See below for detailed instructions.
  • ISSS will open the scholar application in the online ISSS application software. Both the scholar and the department host will have access to the same scholar application and will need to upload/complete their respective application documents and forms.

Instructions

  1. Go to online ISSS Account webpage
    • Select "I have login credentials to this site that I have received by email." Click "Submit."
    • Enter your username and password for your online ISSS account.
    • If you have any difficulty logging in to your online ISSS account, please email isss@uwplatt.edu. 
  2. Under "Applications", please select "Department Request for Scholar"
  3. Under "Application Instructions", please click the "Request Scholar Application" button
  4. Type in the SCHOLAR'S email address
  5. Select "Non-UW-Platteville Outgoing Applicant" and click "Add"
  6. Type in the SCHOLAR'S name, email address, date of birth, and gender. In the "Choose Institution" field, select the scholar's country of citizenship. A field called "Your Institution" will pop up. Select "Other/Not found" and then type in the name of the scholar's home institution in his/her home country. Click "Create New."
  7. Enter the scholar's program start and end date.
  8. Click "Submit"
  9. The scholar will receive an email with log-in instructions to create an online ISSS account. (Please note: If you see a message about "registering travel" after submitting the Department Request for Scholar, please ignore it. This message is a known issue in the online ISSS account software system that the software company is working to fix.)
  10. Within 1-3 business days, ISSS will open the Scholar Application in the online ISSS application software. Both the scholar and the department host will have access to the same scholar application and will need to upload/complete their respective application documents and forms.

4. Department Completes Department application materials in the Scholar Application

  • Both the scholar and the department host will have access to the same scholar application and will need to upload/complete their respective application documents and forms.
  • Log in to your online ISSS account
  • Under "Applications", please select "View" under "Department Request for Scholar" (next to # Linked Records Exist). If you have requested more than one scholar, on the next screen you will need to select "View" next to the scholar whose application you would like to view.
  • The scholar and the department host should work together to upload/complete their respective application documents and forms.

5. Scholar Logs In to Online ISSS Account and completes scholar application materials in the Scholar Application

Instructions: First-Time Log In for Scholars for Online ISSS Account

  1. The UW-Platteville department host must first request that the scholar be set up with an online ISSS account. SCHOLARS SHOULD NOT LOG IN TO THEIR ONLINE ISSS ACCOUNT UNTIL AFTER RECEIVING THE EMAIL WITH THE LOGIN INFORMATION. Scholars should NOT set up their online ISSS account on their own. They must first have identified a department host to sponsor them at UW-Platteville before beginning the scholar application.
  2. The International Student and Scholar Services (ISSS) office will set up an online ISSS account for the scholar after receiving the request from the department host, and the scholar will receive an email with instructions for first-time log-in.
  3.  The scholar must log in to his/her online ISSS account, reset the temporary password provided in the email from ISSS, and set his/her security questions. 
  4. Under "Applications", please select "Scholar Application."
  5. Note to Scholars: Please remember your username and password for your online ISSS account. You will need to log in to this account multiple times, and it is important that you know your username and password.
  • Log in to your online ISSS account.
    • Select "I have login credentials to this site that I have received by email." Click "Submit."
    • Enter your username and password for your online ISSS account.
    • Under "Applications", please select "Scholar Application."
    • If you have any difficulty logging in to your online ISSS account, please email isss@uwplatt.edu.
  • Complete the scholar application materials (forms, learning content and action items) in your scholar application on your online ISSS account. This includes but is not limited to the following:
    • Enroll in health insurance. Complete the Visiting Scholar Enrollment Form found under "Documents" on your online ISSS account and mail it to the Student Assurance Services (SAS) health insurance company along with your payment.
    • Request to have your DS-2019 mailed to you
    • Pay the $100 application fee for J-1 professors

  • Proof of English Proficiency Form

Application Forms/Materials to Be Submitted by scholar

  • Application for DS-2019
  • Financial Verification Form
  • Proof of Finances (i.e. bank statement or letter from sponsor)
  • A letter from the visiting professor’s home institution (on letterhead) endorsing the visitor to come to UW-Platteville, including a detailed description of what the home university expects him/her to do/study/accomplish while s/he is at UW-Platteville
  • Copy of the passport information page
  • Curriculum Vitae or resume
  • Official transcript/s showing at least a bachelor's degree or highest level of study (translated into English)
  • Documentation of English Proficiency translated into English
  • J-2 Dependent Application Form, copy of dependent passport(s), proof of finances for depdents (if scholar will be bringing a spouse or children to the U.S. as J-2 dependents)
  • Scholar Application Fee Payment Form (along with $100 payment)
  • Visiting Scholar Enrollment Form (for health insurance enrollment)
  • DS-2019 mailing request

J-1 Professor Responsibilities

Before arrival in the U.S.

  • Complete all online Scholar Application forms/action items and review all learning content on your online ISSS account
    • Enroll in health insurance. Complete the Visiting Scholar Enrollment Form found under "Documents" on your online ISSS account and mail it to the Student Assurance Services (SAS) health insurance company along with your payment.
    • Request to have your DS-2019 mailed to you
    • Pay the $100 application fee for J-1 professors
  • Pay the SEVIS I-901 fee online PRIOR to visa appointment
  • Prepare visa application materials and go to U.S. Consulate to obtain J-1 U.S. visa stamp in passport
  • Use DS-2019 and passport with J-1 U.S. visa stamp to enter the U.S.
  • Be aware of the U.S. immigration regulations by which you must abide while on a J-1 visa in the professor category

After arrival in the U.S.

  • Email isss@uwplatt.edu to schedule and attend mandatory J-1 Professor Orientation with the International Student and Scholar Services (ISSS) Office.
  • Enroll in health insurance. J-1 Professors are required to purchase the university-sponsored health insurance from Student Assurance Services (SAS). It is important to fill out the Visiting Scholar Enrollment Form immediately upon arriving in the U.S. if you did not complete the enrollment form prior to your arrival in the U.S. Please see the Learning Content in your online ISSS account for more information about getting enrolled in the required SAS health insurance plan.
  • Complete the Post-Arrival Checklist for Scholars located on your online ISSS account.

What is a Principal Designated School Official (PDSO)?

At schools authorized to receive international students, one or more Designated School Officials (DSOs) are chosen by the school as official representatives to the U.S. government and authorized by the government to issue F-1 class non-immigrant student visa-related documents. Each government-approved school must choose one PDSO who will be responsible for all the DSOs at the school, who will maintain the official government records for international students, and who is authorized to make changes in the DSO team.

What is a Responsible Officer (RO)?

All government-approved J-1 exchange visitor program sponsors appoint an RO to administer the program according to the regulations and to represent the sponsor to the U.S. government. Program administration refers to the daily operation of the program and includes selecting participants, providing pre-arrival and orientation information to participants, issuing Form DS-2019, overseeing the general activities of the participants, communicating with the U.S. Department of State, and maintaining records on the program.
