Clean Air and Smoking Policy
Effective as of June 1, 2010, the Clean Air & Smoking Policy has been suspended.
UW-Platteville Clean Air & Smoking Policy
In the fall of 2007, the 61st Student Senate at the University of Wisconsin-Platteville authorized the formation of an ad hoc Smoking Review Committee. The Committee reviewed
- current University of Wisconsin-Platteville policy including the Clean Indoor Air Policy,
- Wisconsin State Law and specifically Chapter 101.123 of the Wisconsin State Statutes, and
- Wisconsin Administrative Code UWS 18.06(18).
The Committee also met with administrators in the offices of the Campus Police, Student Housing and Student Health Services and conducted a campus walkthrough.
In the winter of 2007/2008 the Student Senate worked with the Faculty Senate, Academic Staff Senate, and Classified Staff to conduct a campus-wide referendum on the question:
“Shall the University of Wisconsin-Platteville designate the academic sector of campus as non-smoking and implement a fine for smoking policy offenders?”
The University community voted, in early March of 2008, overwhelmingly in support of the above question with 69% of the campus in favor. Thirty-one percent of those eligible to vote did so.
At the March 31, 2008, meeting of the Student Senate and by a unanimous voice vote, the Student Senate recommended implementation of a smoke-free zone in the academic sector of the campus. The Academic Staff Senate recommended the implementation of the designation of the academic sector of campus as non-smoking at its meeting on April 7, 2008. Similar action was taken by the Faculty Senate at its April 22, 2008. The local union, representing the classified employees, made the decision to not take a specific position in regard to any proposed changes in the smoking policy at UW-Platteville.
Chancellor David J. Markee received the information in April of 2008. Based on the results of the campus-wide referendum and the recommendations of the student, faculty, and academic staff governance bodies, the Chancellor has endorsed the recommendation and set August 25, 2008 as the implementation date for the academic sector of campus as non-smoking.
Clean Air and Smoking
All persons who choose not to smoke have a right to clean indoor air. It is therefore the policy of The University of Wisconsin-Platteville that smoking is prohibited in all spaces of all University buildings, unless a sign specifically indicates that smoking is permitted, e.g., "Smoking Permitted.” Additionally, the University community – through referendum – has indicated support that all persons who choose not to smoke have a right to clean indoor and outdoor air in the academic sector of the UW-Platteville campus.
Effective August 25, 2008, the entire academic sector of the UW-Platteville campus is a smoke-free zone. This includes both inside of buildings and outside, on the campus grounds.
The academic sector is defined as including university property in the City of Platteville bounded on the north by Main Street and east of a line that begins, on the north, in the Warner Hall parking lot, extending south on the westerly edge of the Brigham Hall parking lot, continuing south on Longhorn Drive to an area north of the Engineering facility and marked by the sidewalk that leads west to Southwest Hall, proceeding southwesterly to the Southwest Road entrance to Southwest Hall and the Engineering facility, continuing south to the west of the Pioneer Gardens & Greenhouse complex. A map is attached, providing a visual representation of the academic sector described above.
Within the academic sector, smoking is only allowed in two areas:
- inside a personal vehicle (located in any of the parking lots)
- in the outdoor designated “smoking permitted” area accessible from the Velzy Commons in Ullsvik Hall and only during special non-university sponsored activities such as wedding receptions, etc.
Clean Indoor Air Zone
Effective August 25, 2008, in the residence hall sector of the UW-Platteville campus (and as per Wisconsin State Statute 101.123), no person may smoke in any enclosed, indoor area (i.e., building and/or residence hall) or in any location that is 25 feet or less from such building or residence hall.
The residence hall sector is defined as including university property in the City of Platteville bounded on the north by Main Street and west of a line that begins, on the north, in the Warner Hall parking lot, extending south on the westerly edge of the Brigham Hall parking lot, continuing south on Longhorn Drive to an area north of the Engineering facility and marked by the sidewalk that leads west to Southwest Hall, proceeding southwesterly to the Southwest Road entrance to Southwest Hall and the Engineering facility, continuing south to the west of the Pioneer Gardens & Greenhouse complex. Violations & penalties
It shall be the responsibility of the entire University of Wisconsin-Platteville community to actively promote compliance with the University’s Clean Air and Smoking Policy. Additionally, the campus police shall engage in active enforcement of this University policy.
Any person who willfully violates the University’s Clean Air and Smoking Policy, after being advised by an employee that smoking in the area is prohibited and who fails to comply, may be assessed a forfeiture as per Wisconsin State Statute 101.123.
