  • Bachelor of Business Administration in Economics and Business Administration, Wake Forest University

Professional Experience

For Levin, project management is more than just an academic subject. It's been the focus of her career for more than 40 years.

Levin is a senior consultant and educator in project management. Her specialty areas include project management maturity assessments, metrics, portfolio management, program management, and the Project Management Office.

She has served as project manager for numerous efforts for Fortune 500 and public sector clients. Representative clients include: Bank One, UPS, Citibank, the Food and Drug Administration, SAP, General Electric, The Timken Company, L3, Genentech, John Deere, Sony Ericsson, New York City Transit Authority, and the U.S. Department of Agriculture. For General Electric, she assisted in project management support for major radar programs. At the New York City Transit Authority, she conducted an evaluation of project management processes, conducted an organizational assessment of its Information Services Department, and implemented a configuration management system. At Citibank and the U.S. Department of Agriculture, she was responsible for project management assessments as these organizations worked to achieve Level 2 certification by the Software Engineering Institute. For Citibank, she also supported software quality assurance efforts. At the Department of Agriculture, she prepared a project management methodology and a handbook about this methodology for use throughout the National Finance Center. She facilitated a two-day session of project managers on the methodology. For the FDA, she is responsible, as project manager, for its national milk drug residue data base system, served as a mentor and executive coach, and conducted numerous facilitation and organizational development efforts.  At John Deere, she assisted in the implementation of a Project Management Office and a project management methodology.

Levin works actively in the area of maturity assessments and has done so since the 1990s. She is certified by Project Management as an Organizational Project Management Maturity Model (OMP3) Assessor and Consultant. She has conducted project management maturity assessments for several Fortune 500 companies, including development of project management improvement programs. Additionally, she has conducted capability maturity assessments for several corporations in business development and in knowledge management.

Levin has designed and developed numerous project management training courses for many organizations. In 1996, she developed nine courses for the Project Management Institute, covering each of the project management knowledge areas. She has developed courses for executives, project managers, managers of project managers, and project team members.   At UW-Platteville, she developed the Project Procurement Management, Advanced Project Management, Interpersonal Skills, and Scope Management classes. Prior to working in consulting, Levin held positions of increasing responsibility with the U.S. Government. She was a senior program review specialist for the Federal Aviation Administration where she supported the national airspace systems modernization effort, was responsible for all information systems activities for the U.S. Department of Transportation's Research and Programs Administration, and was a senior economist for the Interstate Commerce Commission. At the Federal Aviation Administration, she was a member of its Program Management Group that implemented a methodology for project management, selected software for use throughout the Agency, and conducted project reviews of the major projects under way. Earlier, she was an auditor for the U.S. General Accounting Office and an analyst at Southern Railway.
She also was an Assistant Professor, full time, for The American University, Washington, D.C., where she taught graduate level courses in Telecommunications, Data Base Management Systems, and Management Information Systems.

Levin is a member of the Project Management Institute and is a frequent speaker at PMI Seminars and Chapters and Project World. In 1999, she received a Certificate in project management from The Gartner Group. In 2002, she received an award from the South Florida PMI chapter for her service to the chapter. In 2004, she received an award from the Association of Proposal Management Professionals for her contributions to the association. She received the CAPM™ certification in 2003, and the PMP® certification in December, 2005, and the PgMP certification in June 2006. She was the second person in the world to receive the PgMP.

Levin is the co-author of Implementing, Program Management, Project Portfolio Management, Essential People Skills, Metrics for Project Management, Achieving Project Management Success With Virtual Teams; Advanced Project Management Office A Comprehensive Look at Function and Implementation, People Skills for Project Managers, The Business Development Capability Maturity Model, and ESI's PgMP® Study Guide, PMP Study Guide®, and PMP® Challenge! She is a peer reviewer of journal articles for the Project Management Journal as well as a frequent book reviewer.

Personal Information

Levin's years of experience enable her to empathize with her students on their projects as she recalls one of her own assignments that did not go well. "My worst project was one that my small company bid on and won for a government agency," she says. "In this project, we really did not have the technical expertise for the job, but we needed work. From the beginning the atmosphere was less than cooperative, and the client was only partially satisfied with the end result. What I learned was to not over promise and to be careful not to take on an assignment that is really over my head."

Levin recognizes that students are often struggling to balance family, work, and studies, especially since she received her three degrees over 16 years while working full time and has been married 37 years. She knows firsthand that meeting project deadlines can be frustrating. When burnout sets in, she says it is time to do something enjoyable, such as swimming or watching pro sports on TV.

Educational Background

  • Graduate, University of Wisconsin Certified Public Manager Program
  • Master of Public Administration, University of Wisconsin-Oshkosh
  • Bachelor of Arts in Criminal Justice, University of Wisconsin-Eau Claire

Professional Experience

Schuetz possesses nearly 14 years of law enforcement experience, and served in three different police departments throughout Wisconsin. Schuetz spent time as a patrol officer, and a sensitive crime investigator with the City of Appleton Police Department, prior to being named Chief of Police in the City of Manawa in June of 2004. Schuetz is a two-time recipient of the State of Wisconsin's Distinguished Service Medal, and in May of 2006 was named the Waupaca County Law Enforcement Officer of the Year. In 2008 he was appointed the Chief of Police in Milton, Wisconsin. He has been an adjunct faculty member at the University of Wisconsin-Platteville since 2006, and he also teaches in the Wisconsin Technical College System.

Schuetz is a State of Wisconsin Department of Justice certified instructor in the disciplines of Defense and Arrest Tactics, Vehicle Contacts, and Juvenile Law. He is a member of the International Chiefs of Police Association and the Wisconsin Chiefs of Police Association.

Personal Information

Ask Schuetz what criminal justice employees will be discussing in the upcoming years and he'll give you a simple answer: professionalism. "The standards for employment and for maintaining certifications are increasing," he explains. "Students choosing this career should look forward to the evolution of what was once considered a "job" into a profession. They must also be well prepared to work hard and compete with other professionals for careers in this ever-expanding field."

Schuetz is committed to continuing professional development. "There is a saying that I have near my office door," he says. "'If we are not striving to get better, we risk getting worse.' It is a reminder that the pursuit of excellence in policing is in constant development. Continuing education helps us learn to do what we do better. If we do not take advantage of continuing education and professional development, we are not maximizing our potential to provide better service, and this may limit our ability to continually be more effective and more efficient in the service we provide to the public."

Learning through participation is key to Schuetz's theory of instruction and he strongly encourages all of his students to fully participate in course discussions. "I tell my officers and my students that life itself is kind of like a savings account," he explains. "You can only get out of it what you put into it. Learning online is no different. If you invest a lot of time and effort into learning, you will maximize your experience. If you do the minimum, that is all you will get out of it. I feel fortunate that the students that have enrolled in the courses I have taught strive to get the most out of their experience. Their commitment to learning makes teaching enjoyable for me as their instructor, and helps them get the most out of their educational experience."

Schuetz says he really enjoys teaching criminal justice classes. "The learning enviornment is outstanding.  The students represent current and future leaders in the criminal justice system and the quality of their work and professionalism they display provides me a great sense of pride and enthusiasm for the future of the criminal justice system in our society."

Away from work, his favorite activity is spending time with his wife Jen and their children. He also enjoys running, lifting weights, and coaching his kids in sports and other activities, and playing golf.
