For Levin, project management is more than just an academic subject. It's been the focus of her career for more than 40 years.
Levin is a senior consultant and educator in project management. Her specialty areas include project management maturity assessments, metrics, portfolio management, program management, and the Project Management Office.
She has served as project manager for numerous efforts for Fortune 500 and public sector clients. Representative clients include: Bank One, UPS, Citibank, the Food and Drug Administration, SAP, General Electric, The Timken Company, L3, Genentech, John Deere, Sony Ericsson, New York City Transit Authority, and the U.S. Department of Agriculture. For General Electric, she assisted in project management support for major radar programs. At the New York City Transit Authority, she conducted an evaluation of project management processes, conducted an organizational assessment of its Information Services Department, and implemented a configuration management system. At Citibank and the U.S. Department of Agriculture, she was responsible for project management assessments as these organizations worked to achieve Level 2 certification by the Software Engineering Institute. For Citibank, she also supported software quality assurance efforts. At the Department of Agriculture, she prepared a project management methodology and a handbook about this methodology for use throughout the National Finance Center. She facilitated a two-day session of project managers on the methodology. For the FDA, she is responsible, as project manager, for its national milk drug residue data base system, served as a mentor and executive coach, and conducted numerous facilitation and organizational development efforts. At John Deere, she assisted in the implementation of a Project Management Office and a project management methodology.
Levin works actively in the area of maturity assessments and has done so since the 1990s. She is certified by Project Management as an Organizational Project Management Maturity Model (OMP3) Assessor and Consultant. She has conducted project management maturity assessments for several Fortune 500 companies, including development of project management improvement programs. Additionally, she has conducted capability maturity assessments for several corporations in business development and in knowledge management.
Levin has designed and developed numerous project management training courses for many organizations. In 1996, she developed nine courses for the Project Management Institute, covering each of the project management knowledge areas. She has developed courses for executives, project managers, managers of project managers, and project team members. At UW-Platteville, she developed the Project Procurement Management, Advanced Project Management, Interpersonal Skills, and Scope Management classes. Prior to working in consulting, Levin held positions of increasing responsibility with the U.S. Government. She was a senior program review specialist for the Federal Aviation Administration where she supported the national airspace systems modernization effort, was responsible for all information systems activities for the U.S. Department of Transportation's Research and Programs Administration, and was a senior economist for the Interstate Commerce Commission. At the Federal Aviation Administration, she was a member of its Program Management Group that implemented a methodology for project management, selected software for use throughout the Agency, and conducted project reviews of the major projects under way. Earlier, she was an auditor for the U.S. General Accounting Office and an analyst at Southern Railway.
She also was an Assistant Professor, full time, for The American University, Washington, D.C., where she taught graduate level courses in Telecommunications, Data Base Management Systems, and Management Information Systems.
Levin is a member of the Project Management Institute and is a frequent speaker at PMI Seminars and Chapters and Project World. In 1999, she received a Certificate in project management from The Gartner Group. In 2002, she received an award from the South Florida PMI chapter for her service to the chapter. In 2004, she received an award from the Association of Proposal Management Professionals for her contributions to the association. She received the CAPM™ certification in 2003, and the PMP® certification in December, 2005, and the PgMP certification in June 2006. She was the second person in the world to receive the PgMP.
Dr. Levin is the author, editor, or co-author of 20 books in portfolio management, program management, project management, and business development. She is a peer reviewer of articles and frequent book reviewer for the “Project Management Journal”. She also works actively in directing people pursuing doctorates on their dissertations and is proud that six of her students have received PMI’s student paper of the year award, two from Platteville.
Levin's years of experience enable her to empathize with her students on their projects as she recalls one of her own assignments that did not go well. "My worst project was one that my small company bid on and won for a government agency," she says. "In this project, we really did not have the technical expertise for the job, but we needed work. From the beginning the atmosphere was less than cooperative, and the client was only partially satisfied with the end result. What I learned was to not over promise and to be careful not to take on an assignment that is really over my head."
Levin recognizes that students are often struggling to balance family, work, and studies, especially since she received her three degrees over 16 years while working full time and has been married 41 years. She does not miss deadlines and enjoys volunteering for PMI, watching pro sports on TV, and swimming.
