DEFINITIONS

The following procedures are based on the Academic Staff Job Security Policies approved by Academic Staff Senate and the Chancellor in December 2003. All instructional and administrative Academic Staff are eligible for a multi-year or indefinite appointment if they hold a 0.5 FTE nine or twelve month appointment. Any semester of 0.5 FTE or more employment at UW-P, regardless of the funding sources, will count towards years of service.

Multi-year: The following procedures are based on the Academic Staff Job Security Policies approved by Academic Staff Senate and the Chancellor in December 2003. A multi-year appointment requires:

Rolling Horizon:A rolling-horizon appointment is an appointment for two or more years, granted by the Chancellor to a member of the Academic Staff. A rolling horizon appointment which is at least a two (2) year appointment that “rolls over” every year so that the appointment continues to maintain itself at the specified length until/unless notice is given that it is ending, changing, and/or being replaced by another type of appointment. Non-reappointment of a rolling horizon appointment is subject to UWS 10.03(1) and University of Wisconsin-Platteville Academic Staff Policies and Procedures UW-P 6.

A rolling horizon appointment requires:

“As expected” or above performance by the Academic Staff member for at least five years

Indefinite:An indefinite appointment is an appointment with permanent status and for an unlimited term, granted by the Chancellor to a member of the Academic Staff. Such an appointment is terminable only for cause under Ch. UWS 11 or for reasons of budget or program under Ch. UWS 12. Such an appointment may be granted to a member of the Academic Staff who holds or will hold a half-time appointment or more. The percentage of time (full-time or part-time) provided for in the initial indefinite appointment may not be decreased or increased without the mutual consent of the Academic Staff member and the institution unless the appointment is terminated or decreased under Ch. UWS 11 or 12.

An indefinite appointment requires:

  1. a previous appointment to a multi-year appointment, and
  2. demonstrated excellence in job performance, and
  3. flexibility in education, experience or professional development.

GENERAL CONCEPTS

Multi-year, Rolling Horizon, or Indefinite Appointment Request: If an Academic Staff member in the first through the sixth year of service wishes to apply for a two year multi-year fixed-term appointment, that Academic Staff member shall be responsible for initiating the evaluation process and providing all required documentation. Academic Staff with seven or more years of service will be reviewed automatically (review initiated by the immediate supervisor) but may provide documentation. This procedure will apply each year after the seventh year for any staff member not assigned to indefinite status.

DEADLINES

Recommendation for Multi-Year, Rolling Horizon, or Indefinite Appointment: Recommendations for Multi-year, Rolling Horizon, or Indefinite Appointment should be made on the UW-PLATTEVILLE ACADEMIC STAFF JOB SECURITY form. Copies of all materials should be sent to the Academic Staff Personnel Commission.

The Academic Staff Personnel Commission: The Academic Staff Personnel Commission will conduct a review and make a recommendation on all multi-year, rolling horizon, and indefinite appointment requests to monitor and ensure consistency within the institution.

Supervisory Review and Action: All multi-year, rolling horizon, and indefinite appointments must be recommended by the supervisor(s), the administrative area head, the Personnel Commission of the Academic Staff Senate, and the Assistant Chancellor or Provost. The recommendations will be forwarded to the Chancellor for final action.

ACTION:

Right of Appeal: A member of the Academic Staff may appeal in writing any negative recommendation to the next appropriate review level. Only employees with seven or more years of service are eligible to submit appeals. If there is no appeal, the process stops.
